Migrating products with attribute sets can be achieved via the following feature:
Magento Admin: Attribute Sets wizard. Click File → New → Configure → Set as the default value to migrate a Magento 1 attribute set to Magento 2. Then use the Export As wizard and click Next. In the Export product dialog select the export method, specify the destination folder, and select the type of product: CSV or XML. In the Export to Magento 2 dialog make sure Export to
